It seems like Counties throughout Canada are mapped properly here: https://project-gc.com/Maps/MapCounties

Except for Newfoundland - which has 9 Counties

Canada's counties are based on Census data and not actual counties. The data is from http://www.statcan.gc.ca.

I don't remember the exact reason for using that data instead of OpenStreetmap which we normally use, but with a fast look at OSM there is no administrative level where Newfoundland has 9 subdivision.

There are currently 11 Census divisions in Newfoundland and Labrador as of 2016.
