I am not listed in the cachers for Mississippi which is where I live but in Alabama where I lived years ago.  On my geocaching profile, I am listed in Mississippi.

Make sure your home location is set correctly here: https://www.geocaching.com/account/settings/homelocation

Then also check the settings here https://project-gc.com/User/Settings

Project-GC normally looks at your logs to figure out where you live. It's possible to override that with the setting in the Project-GC settings, as you say, but the geocaching.com home coordinates setting isn't used.
