The map compare doesn't show the caches in a city, but around it. Is this normal?

I want to see the caches in an area of a city, but they don't show. Why? It's just like a giant hole in a geocache map.

Can you please give an example? With every city or only with a certain one? I tested it, it works on my site. Maybe with a picture?

Not sure if this can be the case in that part of the World where you looked at, but in Germany there is a difference between "Cityname" and "Cityname (Lkr.)". One is the City itself, the other the surrounding county, so if one selects the latter, one gets a giant hole in the middle.
