Trying to run challenge ckecker I met this error:

"Error As a non paying user you are only allowed 10 checker runs per day."

OK, I know that there are (unreasonable) restrinctions for use this feature, but. I run those 10 checks yesterday, not today. So I'd like to know how the "day" is counted? Is it full 24h since running first checker the day before, or is it set for certain time zone (for sure not mine)?

Is it possibe to check what time (in my time zone) I''ll be able to run ckecker again?

It's a rolling-rate-limiter. The limit is 10 runs in 24 hours from your "first" run.

A Day is NOT 24 hours from when you run your first Checker.

A "Day" is a 24 hour period with a specific starting time. I think this site uses UTC-0 (Time at 0° Longitude in Great Britain) as the start of the "Day." That would be midnight UTC 0.

midnight UTC 0 is the same as:

New York UTC -5 = 7:00 pm

Chicago UTC -6 = 6:00 pm

Los Angeles UTC -8 = 4:00 pm

Rome, Italy UTC +1 = 1:00 am

Can you reference on what evidence you base your arguments?
The only evidence I have is my own usage of the site.
Just now at my time: 2019-12-04 16:22 UTC -6, I did a search which came back as "Your cache notes was last parsed at: 2019-12-04 22:22 UTC"

Whether midnight UTC 0 is the actual start of the Checker Day, I do not know. But it gives the questioner a point to start to determine the answer for himself.
