I'm thinking $250 for permanent membership. That's the equivalent of about 12 or 13 years in the current scheme, which as an upfront payment feels reasonable.

I would assume no.

If for nothing else, it would cause problem with the new way of gifting membership time by transfering membership from your account to the other players account. To me this looks like the system was not built to support a lifetime membership level for users since this would either 1) make lifetime members unable to gift membership or 2) make lifetime members able to gift an infinite amount of membership.

Both options seems undesirable since you either punish lifetime members or open up for abuse (i.e buying lifetime membership to sell membership time at lower rate or people "crowdfunding" one lifetime membership to get lifetime-ish for the whole group.). Sure, systems could be put in place to prevent the abuse, people could be banned etc but since PGCPoints was shut down partly due to abuse and the work with preventing the abuse I don't think a new feature with a similar abuse risk is at the top of the to do-list. :)
Thanks for your response! I guess that makes sense. I have noticed the dashboard stats no longer match the stats generated by groundspeak, unless you have a premium membership. I like the stats dashboard generated by project-gc, but I’m kind of sick of all the ongoing subscriptions we now have. Will continue to consider whether I continue using these stats or switch back to groundspeak. Thanks again!
Yes, the stats don't match because Adventure Labs are only included in the PGC-stats for users with a paid membership so that's where the mismatch comes from.

There are many tools on PGC that are for paid members only so I recommend checking if there are other things you will miss too so you can make an informed decission. :) Most of the "big things" are listed at the membership page if you scroll below the payment options. https://project-gc.com/Home/Membership
