Ah, right. I was answering from a general perspective. As the mouseover text says, we don't have region information for Gibraltar so we can't determine whether you have managed all regions or not. We are constantly working to add map information to have region information for more countries, but this requires free map data to be available (typically this means that OpenStreetMap needs to have information about the country). Until that happens, countries only award the not-enough-information badge that you see for Gibraltar.
