What does the top Axis in the new 'Challenge Difficulties' grid indicate?

There was a secret release of a "Challenge Difficulties" grid in the Challenge tab of Profile stats that I can't find an explanation for. Can you please point me to where I can find out more?

Also, can you please post how the Skull and Crossbones "Difficulty" number is calculated?

Its not axis, its just matrix for showing difficulties from 0 to 100, but the Y axis is weirdly labeled. It should just say 0, 10, 20, ...

Then you read it just the Y axis + X axis to get the difficulty of the field.
