I cannot sort the types of caches in Map Regions, e.g. I wanted to check regions of my country where I haven't attended the events and the map shows me all 10 regions, but I know I have only 4. Same with other cache types. Is it a bug?

This is not a bug, it's just that the page doesn't work as you think. Setting the cache type filter only limits the suggestions you get, it does not limit so that the page only looks at your finds of that type. This means that you can't use this tool to complete all regions with just a specific cache type.

Understood, but how to filter out the regions of a country i need?
You can use Map Compare to make a list of the regions you have logged one in and then strike those from the full list to know where you need to log.

I suggest upvoting this feature request that suggest adding a filter that works like you want to: https://project-gc.com/qa/?qa=27350/filter-for-cache-types-sizes-mapregions-mapcounties-tools

For now you will have to make a manual list or use this checker to see what cache types you have in what regions: https://project-gc.com/Challenges//51806
