I'm not going to do all the searches needed to confirm, but this should be fairly straight forward to find out with Caches per area. My guess would be San Bernardino County in California (County with most caches in the state with most caches) but I don't have the knowledge of US counties to know if there are other possible counties that would need to be checked to confirm.
