Many challenges requires for example 5 finds in 100 counties.

Can I map counties with less than x finds?

You could use this: https://project-gc.com/Tools/MapCounties

Below the map is a list with the counties and there you can look, in which counties you have less than x finds.

Map counties is not good if you want to sort out what counties you have with 0-5 finds and get a good visual of them since the list is only alphabetical and there is no way of sorting on number of finds. And when you have a county with say 3 finds, you need to figure out where that county is.
I'd say MapCounties is the closest to such a tool. I usually have MapCounties in one browser window and then MapCompare in a second window when I'm planning for what county would be reasonable to target for similar projects.
