How do you search for challenge caches that fill in the "Challenge difficulties" grid on the Challenges Tab?

You can't. The best you can do is look at others that have the difficulties you lack and find those challenges.

However, you qualifying for a challenge can change the difficulty of a challenge so you're unlikely to fill it any way as the difficulty changes over time.

I guess then due to the dynamic nature of this data then I don't understand its purpose. Can you think of a scenario in how someone would use this information?
Not really. IIRC it was added because somebody on facebook asked something like "how do I figure out what the hardest challenge I've logged is?" and admin saw it, like the idea of visualizing the difficulty like that and added it. I'd say it's more to get a visual about if you're mostly logging har or easy challenges than a grid you can work towards filling.
