There are a lot of foreign checkers for my old geocaching challenges.

Example:

GC4RR25 - Earthcache Discovery Challenge - Quartz (Germany)

Is it possible to cole this checker and change the tag config to use it for another earthcache challenge?

No. Clones are an exact copy of a checker. If you want to make edits to a checker you request a new checker in the forums for this: https://project-gc.com/forum/read?8,8362
