Do challenge checkers allow for archived prior finds in a particular State/region?

For instance, a challenge to find the oldest active cache in a particular Region, State, etc. should/could allow for a previous, now archived cache to qualify.

In the specific case you ask about, yes, a challenge to find the oldest active cache in some area will allow for an older, now-archived geocache.

In general, it depends on the requirements of the challenge. I am under the impression that new challenges cannot forbid you from using archived caches. However, some grandfathered challenges may have such a requirement -- in that case, the checker would of course be programmed to ignore archived caches.
