Help with getting started to write checkers can be found on the forum, primarily in the Documentation and FAQ threads. The Documentation for the API itself can be found here. Please try to keep all your questions and suggestions related to the checker system in the forum, in that we will create a living documentation.
There you have a link to the documentation, we also ask you to ask all checker related questions in the linked forum. This is so that we can keep track of things and have a discussion between checker developers. This is not of interest for most of PGC's users.
