Feature Request: Follow badge achievements of self and peers

Ok, this isn't done over night I think. I'd like to follow friends and foes as they get new badges. When someone I have choosen to follow "levels up" I will get a mail about it. Not sure how frequent this happens, maybe an option to have it lumped together in weekly mails or something.

Of course the dreaded author badge would be excluded from this ;)

If this is implemented I would also like to get notifications when my badges level up or I receive new ones
