That would be impossible because PQ are a geocaching.com thing and pgccant create one. The only API method for PQ are to download them they have to be created on the gc.com web site. A possible method would be if you could add caches in the vpgs to a bookmark list and create a PQ for them. Or ask groundspeek to add external GPX support to the app. Their android app can load gpx if I am not mistaken
